Government’s big statement on UPI payment

Minister of State for Finance Pankaj Chaudhary told the Lok Sabha that there is no proposal to levy any transaction charge on UPI payments. That is, whether you send money or make payment at a shop using QR code, no charges will be levied on it.

What is the whole matter?

Actually, National Payments Corporation of India (NPCI) had issued a circular on 30 August 2019. In this, banks were allowed to charge merchant discount rate (MDR) up to 0.30%. But later the government clarified that under section 269SU of Income Tax Act 1961, no charge will be taken from those making payments through UPI and RuPay debit card.

Incentives to promote UPI

To support ecosystem partners, the government has launched an incentive scheme from FY 2021-22 to 2024-25. During this period, the government has given an incentive of about Rs 8,730 crore so that the UPI service continues to run without any interruption.

Tremendous growth of UPI

UPI transactions have grown to record levels in the last few years.

  • While there were 92 crore UPI transactions in 2017-18, it will increase to 18,587 crore in 2024-25.
  • During the same period, the transaction value increased from Rs 1.10 lakh crore to Rs 261 lakh crore.
  • For the first time in July 2025, more than 1,946.79 crore transactions were recorded in a month.
  • The total number of digital payments has also increased rapidly. It was Rs 2,071 crore in 2017-18, which increased to Rs 22,831 crore in 2024-25.
  • Transaction value also increased from Rs 1,962 lakh crore to Rs 3,509 lakh crore during the same period.

The government has made it clear that making payments through UPI will be absolutely free. That means neither the shopkeeper nor the customer will have to pay any charge for this. The government has already given support of thousands of crores of rupees to strengthen UPI further.
