Delhi School Fee Regulation Bill 2025: Now strict fines will be imposed on schools for arbitrarily increasing fees in Delhi. On Monday, Education Minister Ashish Sood introduced the ‘Delhi School Education (Transparency in Fee Determination and Regulation) Bill, 2025’ in the Delhi Assembly. He said that its objective is to prevent education from becoming a business and to crack down on the arbitrariness of private schools.
The Delhi government on Monday (August 4) introduced a bill to control the arbitrary fee hike by private schools in the capital . In this, strict fines will be imposed on schools for increasing fees arbitrarily. On Monday, Education Minister Ashish Sood introduced the ‘ Delhi School Education (Transparency in Fee Determination and Regulation ) Bill, 2025 ‘ in the Delhi Assembly . This bill was introduced on the first day of the monsoon session of the 8th Legislative Assembly. He said that its purpose is to prevent education from becoming a business and to crack down on the arbitrariness of private schools.
The monsoon session of the Delhi Assembly began on Monday (August 4). Delhi Education Minister Ashish Sood, while introducing the ‘Delhi School Education Bill, 2025’ in the Assembly, said, ” Education is not a thing to be sold… This bill has been brought to stop the commercialization of education . We are bringing this bill to take action against the mafia who are selling education. ”
He said, ” This bill is our small effort to honour Dr. Mukherjee ‘s vision and ensure that education does not become a burden on the people of India, but becomes a path leading them to a better future. ” He said that the Delhi government is now focusing on solving the old and complex issues of the capital. One of the most important of these is the legacy issue of ever-increasing fees of private schools.
Sood further said, “ This is not a recent problem but a question that has been troubling Delhi parents for many decades. ” He said that in the last few years, the declining quality of the government education system, the acute shortage of schools and the increasing fees of private schools have caused financial and mental hardships to parents .
Attacking the previous governments, he said, ” Earlier governments repeatedly issued orders in name only. But they were either afraid or in collusion with the education mafia… there were neither audits nor records … ”
The opposition Aam Aadmi Party ( AAP ) has criticized this bill . AAP ‘s Delhi state president Saurabh Bhardwaj called it an attack on parents . He warned that this law has been made to protect the education mafia . He demanded an answer from the Chief Minister and the Education Minister on how the arbitrary hike will be withdrawn .
Highlights of the bill
- This bill will apply to all private , unaided , recognized schools in Delhi . All schools will have to publicly disclose financial records and proposed fees . A fine of Rs 1,00,000 to Rs 10,00,000 will be imposed for illegally increasing fees . At the same time , the fine will be doubled or tripled for repeated violations .
- After the passing of this bill , strict penalties will be imposed on schools which increase fees arbitrarily . If the school does not return the penalty amount within the stipulated time , then the penalty will double after every 20 days and triple after 40 days .
- In case of repeated violations , the recognition of the school can be cancelled or the government can even take over that school . The purpose of this bill is to curb the improper fee hike by private schools in Delhi .
- Private schools can increase fees only once in three years . They have to propose fees only once for three academic years . If any dispute is pending , the school can charge fees only at the previous year ‘s rate .
- Schools have to take into account several factors such as location , infrastructure , facilities , quality of education and maintenance cost while fixing fees . Expelling or humiliating a student can attract a fine of Rs 50,000 .
