A big step has been taken towards making policing transparent and accountable in Uttar Pradesh. The newly appointed Director General of Police (DGP) of the state Rajiv Krishna has issued a new directive to the police captains across the state, under which the process of arrest and search will now be done on the lines of central agencies CBI and ED.

This change will not only ensure the protection of the rights of the victims and the accused, but will also ensure accountability of the policemen. This new protocol based on a total of 16 important points is now considered to be the beginning of taking the state’s policing in a modern and sensitive direction.

Now the police will have to follow these important protocols

Under the new rules, it will now be mandatory to prepare a detailed report for every arrest. This report will include:

Place and time of arrest

  • -Statement of the accused
  • -Reason for arrest
  • -Complete details of the items recovered
  • -Status of medical examination
  • -Signatures of two independent witnesses
  • -Details of policemen present during the arrest

A copy of this report will be sent to the concerned senior officials and submitted to the court.

Transparency in search operations: Like CBI and ED, detailed recording and presence of witnesses will be necessary in search operations. A written description of all items recovered during the search will have to be prepared and all witnesses will be asked to sign it. This will ensure that the accuracy of evidence in the court in future will be maintained and trust in the police process will remain intact.

Innocents will get relief, families will get timely information.

The aim of this new system is to save innocent people from unnecessary arrest. Provision has also been made to give timely information to the family members of the arrested person, so that mental stress and confusion can be avoided.

Compliance with court orders

The DGP has clearly said that this entire system has been prepared keeping in mind the orders already given by the Supreme Court and the High Court. Till now the compliance of these orders was relatively lax at the ground level, but now it will be strictly implemented.
