The term of this commission was to start from January 1, 2026 after the Seventh Pay Commission completed its 10-year term on December 31, 2025. However, no official announcement has been made yet. Meanwhile, the Center has indicated when it will announce the appointment of the chairman and members of the new pay commission.

Over 1 crore serving employees and pensioners are eagerly waiting for the government to notify the Terms of Reference (ToR), which will pave the way for recommendations for revision of pay and pension of employees. The National Joint Consultative Mechanism (Staff Side) – NC JCM, representing central government employees and pensioners, submitted its suggestions for the ToR to the Union Cabinet Secretary, after the government sought recommendations in January.
The NC-JCM is a forum for dialogue between the government and its employees, especially on matters of common interest and employee welfare. Meanwhile, in Rajya Sabha, member Sagarika Ghose asked the government about the date of issuance of the official notification approving the formation of the 8th Central Pay Commission (CPC). In a written reply, Minister of State in the Ministry of Finance Pankaj Choudhary said the government has received inputs from various stakeholders and will issue the official notification at an ‘appropriate time’.
When will the government appoint the chairman and members of the 8th Pay Commission?
The member also asked the government if it has finalised the names of the panel members and the chairman. The likely timeline for these appointments was also asked. To this, Choudhary replied, “The chairman and members of the 8th Pay Commission will be appointed after the 8th Pay Commission is notified by the government.
” The Rajya Sabha member also asked about the progress of the ToR and if the ministry has set any specific timeline for the commission to submit its recommendations. Replying to the question, the minister said suggestions have been sought from key stakeholders, including the Ministry of Defence, Ministry of Home Affairs, Department of Personnel and Training and the states. Choudhary said the 8th Pay Commission will give its recommendations within the timeline, which will be given in a working day.
There is no realistic possibility of the 8th Pay Commission submitting its recommendations in 2026. A pay commission is constituted every 10 years to review the salaries, allowances, pension and other benefits of government employees. The Pay Commission usually submits its report in 18-24 months and based on this report, the Centre decides the new pay structure to be implemented for central employees and pensioners.
Based on the recommendations of the 8th Pay Commission, the government will decide on the hike in pay and pension as well as other welfare measures. The recommendations of the previous Pay Commission were also delayed but were implemented retrospectively from January 1, 2016.
