8th Pay Commission: After much anticipation, the Central Government has finally announced the Terms of Reference (ToR) of the 8th Pay Commission. The government’s announcement has brought relief to the country’s 10 million government employees and pensioners. The government has constituted a three-member commission, headed by Justice Ranjana Desai.
The commission has been tasked with reviewing employees’ salaries, bonuses, gratuities, allowances, and performance-based incentives and making recommendations. Now, rural postal workers are demanding inclusion under the 8th Pay Commission and a salary increase.
Recommendations must be submitted within 18 months
The government has ordered the commission to submit its report within 18 months from the date of its formation. If desired, the commission may also submit an interim report so that necessary changes can be implemented quickly.
Demand for inclusion of GDS
Meanwhile, MP Ambika Laxminarayan Valmiki has written a letter to Prime Minister Narendra Modi demanding that around 2.75 lakh Gramin Dak Sevaks (GDS) should also be included in the purview of the 8th Pay Commission.
He said that postmen in rural areas perform the same responsibilities as their urban counterparts. However, a separate committee is formed for them every time. Because of this, they do not receive the benefits of the Pay Commission’s allowances and salary increases.
Why are GDS different?
Currently, Gramin Dak Sevaks are not considered Central Government employees, so they are not covered under the 7th Pay Commission (7th CPC). They run small post offices in villages and handle mail distribution, money orders, banking, Aadhaar services, and government schemes. Their salaries and service conditions are determined by the Departmental Committee, not the Central Pay Commission.
When will the report be released?
The 8th Pay Commission has begun the process of preparing its documents and report. As per the schedule, the Commission is required to submit its recommendations by April 2027. However, if the report is ready sooner, the government may consider it earlier. The government will then review and approve the recommendations, and the new salary structure will be implemented. This move gives millions of government employees hope that they will see significant increases in their salaries and pensions in the coming years.
