8th Pay Commission: The Central Government on Tuesday announced the names of the remaining two members of the Eighth Pay Commission, along with the working methodology. The aim of the new Pay Commission will be to make responsibility, accountability and performance of employees the basis for salary hike. The Pay Commission will recommend necessary changes in the salaries, allowances, bonuses, pensions and other facilities of the employees, so that a salary structure is created which is incentivizing for better work and is performance based.

What is the notification?
According to the notification, Justice Ranjana Prakash Desai will be the chairperson of the commission, along with Professor Pulak Ghosh as a part-time member and Pankaj Jain as the member secretary. The commission will be headquartered in New Delhi. The commission will submit its report to the government within 18 months. The commission may involve experts, consultants, and institutions in this work. If changes are made in line with previous pay commissions, a significant increase in salaries and pensions is possible. It is estimated that if the fitment factor is increased, a monthly pension of ₹25,000 could increase to ₹50,000.

Bonuses and allowances will be reviewed.
The commission will review all allowances, including the existing bonus scheme, and examine their utility and conditions. If necessary, unnecessary allowances will be eliminated. Death-cum-retirement gratuity will be reviewed for employees joining the National Pension System. Recommendations will also be made on pension and gratuity rules for employees with old pension plans outside the NPS.

Which allowances could be affected? While no official information has yet been released, it is estimated that the following allowances may be affected: travel allowance, special duty allowance, minor regional allowances, and old departmental allowances (such as typing/clerical allowance). The government’s goal behind this is to simplify and understand the salary structure.
