Let us tell you that the dispute over fee hike has been going on between schools and parents’ group for a long time. This matter reached its peak this month, when a school expelled many students over the fee dispute. After this, the matter reached the High Court, which ordered the school to take back the students. At the same time, the parents were asked to pay 50 percent of the controversial hike till further notice.

What will change?

  • The bill proposes that the government will create an authority to first review the proposal for increase in school fees.
  • After the bill is passed, private schools will have to take formal permission before increasing fees.
  • Along with this, when the school increases the fees, the complete breakup of the fees will be shared with the body.
  • If this bill is passed then these rules will be implemented in all private schools.
  • There is a provision for punishment and fines for not following these rules. In some cases, recognition can also be cancelled.
  • Along with this, a system will be created where parents will be able to register their complaints.

Parents are still not happy

Parents are still not happy with some issues related to the fees in private schools. Aparajita Gautam, president of the Delhi Parents Association, says that the bill says that profit and commercialization will be stopped, but in reality it is an attempt to give them legal cover. She said, ‘A complaint against a school committee will be considered only if at least 15% of parents speak together. That is, individual parents cannot do anything. In section 2(6), the fees taken directly and indirectly by the school have been declared valid, which is wrong.’

He said, ‘According to the new rules, the term fee will be charged for 13 months instead of 12. Apart from this, play schools have been kept out of the bill, although they charge the most and are not in anyone’s radar till now. There will be 11 people in the committee, most of whom will be related to the management. Decisions will first be taken at the top (management committee). Section 17 of the bill states that there will be no jurisdiction of the civil court, that is, parents cannot even go to court.’ Also, parents have demanded that there should be a camping system in it so that the maximum limit of fees is fixed.
